Fit-for-future functional model and leadership structure

Future Functional Operating Model Design

Rob Heaney

Volte partnered with a large central government agency on a fiscal sustainability programme, reviewing its organisational structure and developing a future functional operating model to improve efficiency and better align to priorities. The work highlighted fragmentation and duplication across functions, and set out a more coherent branch structure bringing together policy, service delivery, regulatory, digital, partnerships, and corporate services. This included consolidating functions, clarifying accountabilities, and reducing management layers, resulting in a more streamlined, enterprise-aligned model that supports stronger collaboration, cost savings, and more responsive public service delivery.

Leadership of a large central government agency doubted it was operating as efficiently and effectively as it could, and needed a fit-for-future model as part of a fiscal sustainability programme.

Volte reviewed the agency's organisational structure and developed a fit-for-future functional model and leadership structure to improve efficiency and better align to priorities.

Volte found fragmentation and duplication across functions and set out a more coherent branch structure bringing together policy, service delivery, regulatory, digital, partnerships and corporate services. The model consolidates functions, clarifies accountabilities and reduces management layers, giving a more streamlined, enterprise-aligned structure that supports stronger collaboration, cost savings and more responsive public service delivery.
